In Custody Mail

Anyone can send mail to an adult in custody with some restrictions.
We will not accept mail from:
An adult in custody in NORCOR, another corrections-monitored facility, or treatment center.
Someone who is acting as a go-between for adults in custody by taking mail received from one adult in custody and sending it to another adult in custody.
A victim of a crime that the adult in custody is in custody for. Either in pretrial or sentenced status.
On a case-by-case basis, command staff may impose restrictions on with whom an adult in custody may correspond on a personal basis.

Personal mail such as letters, pictures, postcards, and drawings will now be digitally delivered to your incarcerated friend or loved one or via the AIC Tablets.
Friends and family are instructed to address all personal mail to an AIC with the following format:
a) NORCOR, OREGON
b) AIC's Full Name, AIC File Number
c) PO Box 247 Phoenix, MD 21131
NOTE: SENDER FIRST & LAST NAME & RETURN ADDRESS IS REQUIRED.
Note: To have mail assigned to the AIC in the review queue, the File# on the mail/envelope needs to match the File# in the review queue.

Friends and family are instructed to send all personal mail in the format you will find in the example below. Do not use nicknames. If you know the adult in custody’s middle name or middle initial, please include it.

Spell out the full facility name including the state of the facility. Include the full AIC’s name and FILE#.
Note: To have mail assigned to the AIC in the review queue, the File# on the mail envelope needs to match the File# in the review queue.

Written correspondence (except junk mail)
Postcards - Postcards may be any size the post office delivers.
Greeting cards - Cards must not contain metal, plastic, or other hard materials; be made or folded in a way that could hide contraband; or exceed 9x12 inches. Musical or popup cards are not allowed.
Pictures (Limit of 3 per letter)
Handmade drawings or pictures - Must not exceed 9x12 inches.

You may NOT send books directly to an adult in custody. Adults in custody CAN receive paperback books or magazines directly from the publisher (Example, Barnes & Noble, Powell’s, Thriftbooks) (this DOES NOT INCLUDE AMAZON Booksellers). Books may be up to 9x12 inches in size and must be paperback. Books may be new or used. Books must not have a plastic or metal binding.

Contraband items. Contraband is anything jail staff do not allow an adult in custody to have unless they authorize it. It is anything not specifically approved for mailing in the “What may I mail to an adult in custody?” section above. Commonly mailed contraband items are:
Maps
Books (unless mailed directly from the publisher)
Transportation schedules, such as bus or train
Stickers and decals
Cosmetics, hair care and hygiene items
Food
Gifts
Locks of hair and ribbons
Cigarettes, matches and lighters
Dried or pressed flowers
Coupons and lottery tickets
Compact discs and cassette tapes
Items that exceed approved limits
Items from a non-approved source
Foreign substances, such as bodily fluids, lipstick, perfume, glitter, glue and anything with unusual stains or odors
Bookmarks, postage stamps, stationery, writing or drawing materials, and paper clips
Photocopies or mass - or computer-printed material – internet articles, case studies, book chapters, or magazine articles are prohibited per the digital mail center
Items with contraband content, either as words or pictures. Contraband content is anything that may threaten the safety, security, good order of the jail or may be detrimental to an adult in custody’s rehabilitation. This includes content that:
Threatens, plans, encourages or instructs in activity that is criminal or violates jail rules
Could result in physical harm to anyone
Is gang-related material
Is sexually explicit material (This is the most common reason for confiscating an item based on content. Be careful what you send!)
Is inflammatory material (This can include anything that incites or advocates physical violence against others or the supremacy or hatred of a class or group of people.)
Is code or suspected code (This can include a foreign language if we are unable to find a translator in a reasonable period of time.)
Is fraudulently marked as legal or official mail

YES! All incoming mail is subject to opening and inspection.

One of three things will happen if we find contraband in your mail:
We will confiscate it, place it in the adult in custody’s property box, and not allow the adult in custody access to it while lodged at NORCOR.
We will destroy it, if it presents a health or safety hazard.
We will confiscate it as evidence in a criminal investigation.
Depending on the degree of contraband violation command staff may restrict any future correspondence you have with an adult in custody.
***Introduction of contraband into a Corrections Facility is a Class C felony under ORS 162.185 and is punishable by up to 5 years in prison and a fine of up to $100,000.***

AIC Deposits can be made in multiple ways:
Government issued checks, or money orders from a government entity such as a Bank or the US Postal service can be mailed directly to the NORCOR Facility.
There should be NO written communication included in the envelope, only the currency. The check or money order should be made out directly to the Adult in Custody. The envelope should be addressed as follows:

All other deposits will be made via the VIAPATH system. These deposits can be made over the phone with a VIAPATH representative (1-866-516-0115).
OR at the NORCOR Lobby VIAPATH Kiosk with cash or card.
OR online at www.gettingout.com.
These funds can be deposited for:
Commissary/Trust - This money can be used to buy snacks, stationary and postage.
Prepaid/Communication - These funds can be used for inmate outgoing calls, video visitation and sending VIAPATH messages.
BAIL - CAN ONLY BE POSTED OVER THE PHONE WITH A VIAPATH REPRESENTATIVE (1-866-516-0115) OR AT THE LOBBY KIOSK, IT CANNOT BE DEPOSITED ONLINE OR VIA THE APP.

No. It is the adult in custody’s responsibility to contact you to let you know they received something you mailed. Write to the adult in custody if you want to confirm delivery of an item you sent to him or her.
